In South Sudan, Policy LINK has promoted collaborative governance, facilitative leadership, evidence-based decision-making, and convergence of community and donor resources. These interventions have facilitated joint work planning between implementing partners and local communities in five of the 13 counties encompassing the USAID Resilience Focus Zones (RFZs)—namely Akobo, Budi, Jur River, Kapoeta North, and Wau counties.

As it wrapped up its South Sudan activity and as part of its commitment to capturing learning across its buy-ins, Policy LINK embarked on an outcome harvesting exercise. In particular, the exercise honed in on Policy LINK’s five-step participatory approach, which includes: 1) inclusive community and stakeholder engagement, 2) collecting data for resilience decision-making, 3) sense-making workshops for articulating and identifying resilience priorities, 4) local action planning, and 5) joint work planning for alignment and better targeting of USAID investments.

To understand the effectiveness of this approach, Policy LINK interviewed a total of 137 participants and reviewed secondary documents. As part of the data coding process, the evaluation team identified an initial set of outcomes found across interviews. Read about the findings and conclusions here.
